The Research Of Equalization Of Basic Public Services In The Process Of Urban-Rural Integration In Henan Province

The report of the 17th National Congress of the CPC pointed out:"Making overall plans of urban-rural development, accelerating construction of new socialist countryside", it also put forward"Implementing a policy of getting industry to support agriculture and cities to support the countryside, forming the new pattern of urban-rural socio-economic integration."The construction of urban-rural integration was put in an important agenda. The third Plenary Session of the 17th Central Committee of the CPC which was held in October, 2008, approved A Decision on Major Issues Concerning Rural Reform and Development, made a new strategic plan on rural reform and development, opening a new era of urban-rural development.The equalization of basic public services is the important part of urban-rural integration. Nowadays, the speed of urban-rural integration in Henan province is very slow, the reason is the non-equalization of basic public services, which became the focus of various contradictions of social development. To a certain extent, it hindered the development process of urban-rural integration of Henan province,it also affected the province's construction of harmonious society.To achieve the goal of equalization of basic public services in urban and rural areas, we have to improve the basic public services in rural areas effectively. It can not only improve the living standards of farmers, but also bring benefits to the public. It can promote the integrated development of urban and rural areas and advance the modernization of society. This thesis aims to study the equalization of basic public services of urban-rural integration in Henan province, and provide some useful exploration and inspiration. This thesis based on Henan's unequal distribution of policy, did some research on the big gap of infrastructure investment, serious imbalance in distribution of education resources, irrational allocation ofhealth resources and unequal social security,etc. The author illustrated the necessity and urgency of achieving equalization of basic public services, put forward some countermeasures of equalization of basic public services in the process of urban-rural integration in Henan province.This thesis consists of three parts: Firstly, the definitions of relevant concepts and theory foundations; Secondly, the survey of non-equalization of basic public services in Henan province; Thirdly, the countermeasures of equalization of basic public services in the process of urban-rural integration in Henan province.
