At present, China is in the process of gradually breaking the urban-rural dual structure, and marching toward urban-rural integration. The equalization of basic public services is not only an important manifestation of, but also a key link to urban-rural integration. Therefore, it is theoretically and practically significant to find the existing problems and propose possible solutions in this field. At this point, it is the aim of this research to enrich the theory system about urban-rural integration and provide practical work with some possible guidance. Literature analysis and data analysis are the main research methods adopted in this research.This research is working on the equalization of basic public services in the process of urban-rural integration in China. Focusing primarily on three aspects: the history of public service system in urban and rural areas, the cause and presentation of the unequal supply of public services between urban and rural, and the countermeasures to this situation and the significance to do so. Research conclusions include:(1) Significance: The equality of basic public services is an important tool to narrow the income gap between urban and rural areas, an essential method to safeguard peasants’ development rights, and the first move to break urban-rural dual system and promote urban-rural integration.(2) Causes: There are six institutional causes for the inequality of basic public services between urban and rural which are the impropriety of power and purse string allocation between governments in different levels, the unreasonableness of the transfer payment system, the unwillingness of local government to invest in basic public services, the less scientific of the decision-making mechanism for public goods supply, the inefficiency of the supply system of government monopoly, and the imperfect management mechanism.(3) Countermeasures: Firstly, to increase fiscal input. Secondly, to divide power and purse strings appropriately between different levels of governments. Thirdly, to reform the transfer payment system. Fourthly, to set up the view of achievement focusing on the equality of basic public services for government officials. Fifthly, to reform the decision-making mechanism in supply of rural public goods. Sixthly, to set up the multiple participation mechanism in supply of rural public goods. Seventhly, to set up highly efficient and perfect management mechanism in rural public service.
