Abstract/Summary:
The report of the 19 th National Congress of the Communist Party of China stated for the first time that China has entered the stage of urban-rural integration.Prior to this,China has experienced 3 major development processes: urban-rural division,urban-rural co-ordination,and urban-rural integration,but so far,the gap between urban and rural areas is still very large.In order to solve this problem,China has put forward the goal of "initially establishing a system and mechanism for the integrated development of urban and rural areas to 2022" and the path of "reducing the gap between urban and rural development,improving the basic public service system,and accelerating the equalization of basic public services".Based on the general trend of national urban-rural integration and development,in 2020,the Tibet Autonomous Region Party Committee and government publicly released the "Implementation Opinions on establishing and improving the institutional mechanism and policy system of urban-rural integration and development",and the process of urban-rural integration in Tibet is proceeding in an orderly manner.Different from other provinces,Tibet’s economic and social development is relatively lagging behind,the cities and towns have insufficient capacity to drive the rural economy and other radiation,and the coverage of basic public services is small,which,to a certain extent,makes the development gap between cities and towns in the autonomous region increasingly wide.At present,Tibet is in a critical period of integrated development of urban and rural areas.It is important to correctly understand the role of basic public services in the integrated development of urban and rural areas and what are the mechanisms of their effects.On the one hand,it is helpful to find out the problems existing in this integration process and accelerate the regional integration as soon as possible.On the other hand,it may be of reference value to promote the rational allocation of public resources in Tibet and improve the level of equal access to basic public services.Therefore,this paper takes Tibet as the research scope and analyzes the status quo of equalization of basic public services and urban-rural integration as well as the possible influencing mechanism,so as to determine the existing problems and try to put forward corresponding countermeasures.This paper expounds the relationship between the equalization of basic public services and the integration of urban and rural areas,and analyzes the theoretical mechanism of intermediary elements,so as to provide the corresponding theoretical basis for this research.Then it describes the development status of the basic public service system,the evolution of urban-rural relations and the current situation of integration,and then constructs an index system,selecting 4 first-level indicators of education and culture,health care,social security,infrastructure and 12 secondary indicators to construct an equalization index system for basic public services in Tibet,At the same time,5 first-level indicators of space,population,economy,society,ecology and 14 second-level indicators are selected to construct the urban-rural integration index system,and the entropy method was used to measure,and then build an intermediary effect model,and use the panel data of Tibet from 2013 to 2020 to test whether the equalization of basic public services can affect the level of urban-rural integration development through 3 intermediary variables of capital factor,technology factor and labor factor.The empirical results show that the equalization of basic public services in Tibet play a positive role in it,and labor and capital factors are all significant in mediating.Finally,according to the empirical conclusions and the actual situation in Tibet,some suggestions as follow: First,strengthen public services and strive to improve service levels;Second,integrate the factor market and improve the flow efficiency;Third,keep closer ties between urban and rural areas and broaden communication channels.
