Firstly, starting from the status quo of the social assistance system and operational mechanism, and discusses the social assistance system in the pre-disaster preparation, Pro disaster rescue and rescue during disasters, the role of post-disaster reconstruction and play a role in the mechanism, and then analyze and learn from practices and experiences of the social assistance system in Japan, the United States in the prevention of post-disaster poverty to improve China’s social assistance system, in order to combat the tolls back into poverty issues for further reflection:pre-disaster prevention, by improving the disaster the level of early warning and forecasting, improve the system of contingency plans to strengthen disaster relief material reserves, and strengthen grassroots disaster response capacity and the popularity of disaster prevention and public education, good prevention and preparatory work before the disaster occurred; disaster rescue should include disaster relief, the first reported time of the disaster, medical aid and life rescue to be carried out; post-disaster reconstruction, based on housing assistance, and fully take into account the particularity of the tolls back into poverty, concerned about the psychological assistance, education assistance and disability relief, at the same time, we must continue to strengthen the intensity of poverty alleviation and development, make the level of the life in the disaster areas return to the previous level as soon as possible through self-reliant way, and achieving poverty reduction.
