A Research On Ruling Resources Optimization And Inheritance Of The Communist Party Of China

In contemporary party politics, in the face of ever-changing international situation, worldwide ruling parties are vigorously strengthening the ruling party capacity construction, in order to maintain and consolidate their ruling positions. As an important factor of governing capacity construction, ruling resources play a very important role in parties effective governing. Although ruling resources are objective, its increase or decrease is not of man’s will. The ruling resources are dynamic, and they are not static. With the ruling environment changing, the quantity and quality of ruling resources are constantly changing. Therefore, ruling parties must constantly enrich their own ruling resources according to ever-changing international and domestic situation, and make scientific judgments in a timely manner. Only in this way can party capacity be strengthened and ruling position be consolidated.Communist Party of China has been had over90year history so far. In the period of revolution and construction, Communist Party of China has accumulated very rich ruling resources, especially historical resources. In the course of60year governance, Communist Party of China has been leading Chinese people to overcome difficulties and achieving a great victory of the new democratic revolution and gaining a huge achievement in the period of reform and opening up. During the60years Chinese people’s living standards have been markedly improved, therefore the masses deeply support the governance of Communist Party of China. However, in the new century, Communist Party of China is confronted profound changes in the world multi-polarization and economic globalization. In this situation, although rare opportunities are brought to the party, Communist Party of China is faced with severe challenges. Therefore, in order to maintain and consolidate ruling position of Communist Party of China, we must vigorously strengthen the Party’s governance capability and continue to expand and enrich its ruling resources, meanwhile, make a good inheritance and optimization of ruling resources. In the process of revolution and construction, Communist Party of China has accumulated lots of superior resources. However, how to use and mining these advantages, and make it fit with the modern governing environment, is essential. On the basis of historical resources of the party’s heritage, Communist Party of China has its need to continuously develop and innovative the ruling resource, in order to make its governance capability to continuously improved and ruling position permanently consolidated. In this article, the author adopts literature, empirical research method, historical and logical researching method and the method of contrast. Academia has got some theoretical results about the study of ruling resources, and here the author collects, collates and analyzes the results and makes further studies. The articles starts from the discussion on the meaning and scope of ruling resource, analyzes the elements of ruling resources composition and makes a simple division on the protection and loss ruling of ruling resources. Secondly, from the historical evolution of ruling resources in different periods, the author discusses the challenge of inheritance and optimization of ruling resource in new era. The last part describes the status and role of the ruling resources, combined with the revelation of some foreign countries’ruling resources construction and a little path-exploring on inheritance and optimization of Communist Party of China ruling resources to be made.
