Study Of Contemporary Chinese Government Response Mechanism Of Network Public Opinion

The rapid development of Internet technology has brought newopportunities to the development of democratic politics, for thenetwork of public opinion as the product of the combination of Internetand Democracy has become a prominent phenomenon of thepolitical development in contemporary China. The influence of thenetwork of public opinion continues to expand, the government can nolonger turn a blind eye, so the Governments response to the network ofpublic opinion have come into being. Government response to thenetwork of public opinion, essentially belong to the scope of politicalcommunication, so we rely on the theory of political communication,from the two dimensions of elements and process, to “split” and“reorganization” the Government’s response to the network opinionmechanism, and to build the model of Government’s response to thenetwork of public opinion mechanism. As a starting point, the status ofthe build and run by the Chinese government response to networkpublic opinion mechanism, pointed out that the Chinese government,in recent years, made considerable achievements in this regard, mainlyas follows: all levels of government has established a communicationmechanism of the Internet users, Internet users’ express enthusiasmupsurge continuously, the ability of the Government’s response to thenetwork of public opinion improves continuously, and the experienceaccumulated. But in the strict sense, the contemporary Chinesegovernment to respond the network of public opinion mechanism stillhave significant deficiencies，in the running elements performance as:the Internet users quality is uneven，and the overall quality level ofnetwork of public opinion expression is not high, the governmentresponse to the network of public opinion is arbitrary. In the process ofoperation performance as: the Government response to the network of public opinion’s collection channels is too little and too formal, thegovernment’s handling of network public opinion lacks transparency,fairness is not strong, the efficiency is not high. The main reason for theseproblems lies in the weak civic awareness of Internet users, thegovernment has bias on network public opinion, and the Governmentpays not enough attention to the network of public opinion, the lack ofsystem and mechanism of Governments response to the network ofpublic opinion. Therefore, to improve the mechanism of the ChineseGovernment’s response to the network of public opinion, in theoperational elements must strengthening the legislation of network,strengthening the construction of network ethics to regulate and guidethe healthy development of the network of public opinion expression,dredging and expanding the network of public opinion expressionchannel, changing the Government officials’ administrative concept; inthe operation process must establishing a sound collecting and filteringmechanism of network of public opinion, information disclosuremechanism of government respond to network of public opinion,government network news spokesperson system, feedback andevaluation mechanism, and supervision mechanism.
