Research On The Public Opinion Response Mechanism Of Local Government Networks

As the growing consciousness of the public rights, the network becomes not only an important way for the public to participate in public affairs, express rights, supervise government behavior, but also a great channel for the civil servants and government officials to know the public opinions. Furthermore, the approaching of the "mass microphone" expands the social media space and the online public opinions play an increasingly profound influence and driving force on the public affairs. Therefore, the expression of the online public opinion and the response mechanism of local government construction based on the citizens and netizens positively political participation are the great reflections on the inherent requirement of the "promoting the modernization of national management system and management ability" proposed in the "decision" in the 3rd and 4th plenary session of 18th CPC Central Committee on government reform the inherent requirement of the construction country under the rule of law.Based on the rise of the network, whether the government can respond positively and effectively to the growing public events has become the focus of public attention. Especially the local government as the grass-roots government in our country is the operator and organizer of the social management and of economic development. The local government also acts as the executor and provider has the most extensive, intimate and close contact with the public. This paper intends to improve the response mechanism of local government construction under the background of network public opinion and to promote the interaction, dialogue and consultation between the government and citizen netizens, which laid solid foundation for the service-oriented government construction on the basis of two sides' communication through institutionalized media and channel and mutual influence to express their opinions and defend their rights.Given the response requirements for the local government to the network public opinions, In this paper, the research category is confined to the public domain and the research subject is the network public opinion. Under such a background, this paper explores the role positioning, value orientation, behavior choice and connection between network public opinions and government response mechanism of the public and public institutions on the network public domain. This paper focuses on the institutional arrangements, values and behavior choice to review the government responses from delay, slow to passive to the network public opinions. By double effects of the network public opinions on the local governments, this paper provides empirical evidences to find out the problems in the government network response mechanism. Then, based on the analysis of the cases that caused a big stir on the Internet, this paper explores the underlying reasons for the impairment of the government response mechanism on the network opinions from viewpoint of the objective environment, government and the public. The strategies of constructing and improving local government response mechanism on the network opinions include:to perfect analysis mechanisms, to optimize the institutional mechanism, to improve the local government capacity to respond, to guide rational participation of Internet users, to change civil servants administrative attitudes, to set up the service consciousness and to the enhance the ability to act according to law.
