In2003, President Hu Jintao made the important instructions:“Anti-drug work must be sustained without mercy”. After the liberationof Shanghai in1949, the social problems faced by the new regimeemerged one after another, of which one is the flooding of opium. Overone hundred years, the flooding of opium in modern China not onlyundermined the social order, destroyed the health of people andcorrupted customs and morals, but also damaged the nationalconstitution and killed the will of people due to the spread of drugs,which brought serious damage to the construction of the productionand national defense of our country. Upon the beginning of theestablishment of the new regime, faced with the serious conditions ofdrugs, Shanghai government took rapid actions, launching theanti-drug campaign citywidely.This paper focuses its study on the anti-drug work of the earlyliberation of Shanghai, ranging from1949to1952. The reason why thistopic is chosen is that the academic research on the anti-drugcampaign of the initial stage of new China is still not sufficient anddetailed. The writer hopes to show up the tremendous achievements ofShanghai in the early days of anti-drug movement, by digging a largenumber of unpublished files, gathering relevant newspapers andinformation, and careful analysis. The writer tries to outline the historicaloverview of this event, make pertinent analysis about its pros and conson this basis.The paper studies the anti-drug campaign in the early days ofShanghai from the following several aspects: firstly, the historicalbackground of the campaign. The serious harm of the flooding ofopium is further explored through the overview of the flooding of opiumin Shanghai in history and in the initial stage of China; secondly, the organizational preparations and propaganda of the anti-drug work isintroduced in detail, which is the focus of this article; thirdly, the paperdescribes the whole story of anti-drug campaign in the early days ofShanghai and the achievements it gained; fourthly, the paper sums upthis vigorous campaign,and finds the reason for its success, hoping toprovide some points worth learning for today’s anti-drug movement.
