On The Function Change Of Town Government Under The Background Of New Urbanization

In 1980s,our country has recovered town organizational system. So far, the town government administration system is the most basic level executive in our country, directly facing the people, and is the important bridge and link of country and the people.Whether the functions of town government exercised effectively or not,will influence directly the order of town. At present, the market economy of our country is moving into a deep stage.How does the town government in our country explore a new way of development in this situation of challenges, which has far-reacing significance to keep and push our society forward healthy,orderly and steadly.However,from the study of our town government performance, this situation is not very optimistic.There are lots of problems,such as unclear division of responsibilities in government departments, low administrative efficiency and so on. With the development of economy and urbanizaton construnction,there are many changes in econimic and society,production and living conditions in town,At the same time,followed by many problems on social management.The Eighteen national CCP of China is clearly that we must stick to the new industrialization, informatization, urbanization and agricultural modernization with Chinese characteristics. It can be concluded that the new agricultural modernization plays an important role in China, while promoting the construction of new urbanization is bound to become one of the existing means. Facing the new situation, the original functions of town government can not meet the requirements of the times. Objectively,we need to follow the pace of the times to re-define the functions of town government position,and finally to analyze how to change the town government functions, promoting rural economic development.This article is in the background of new urbanization conditions.It is from the view of three characteristics town of Zhejiang Province, to study how to transfer the functions of town government. The paper is divided into four parts.The first part is the introduction, which include an overview of the research background, research significance, research methods, view summary, the core concepts and the theoretical foundation of this article. View summary tells domestic and foreign scholars main points on urbanization and town government functions.The second part summarizes the successful experience in Towns of Zhejiang, summary results:reducing the organization to improve the efficiency of the town; vigorously developing modern agriculture, leading farmers to get rich; providing scientific and effective public service; getting rid of barriers to raise the level of the dual urban and rural integration. The third part analyzes the problems and causes of town government functions in the background of the new urbanization. Analysis concluded that when the town government perform its functions, there are many abnormal phenomenon,such as "dislocation", "offside"and"absence", followed by a detailed analysis of the cause of the problem arise. Found the problem, then summarize the reasons, so the fourth try to explore how to re-locate town government functions from the economic, political and social management functions aspects,and to gives some recommendations how to change town government functions in the context of the new urbanization.The innovation of this paper is, from the microscopic point of view concretely analysis of how to change the functions of town government. Currently, we can be found in most of them from a macro perspective,not much from this perspective. The study of transformation of town government functions in Zhejiang is rarely. this paper is in the context of the construction of new urbanization, combined with the specific circumstances of the new town of Yuxin town,Keqiao town and Longgang town, then delve into the actual work of the government in towns to find existing problems and analyze the causes.After that,in guide of the new public service theory, this paper clearly re-position the functions of town government, expecting to give some useful reference for the transformation of town government functions.
