As civil society establishes and the process of social democratization furtheraccelerates, the development of Chinese social intermediary organizations graduallymature, and play a part in the large-scale natural disasters, major accidents, sudden massincidents and other public crises. In public crises such as the Yushu Earthquake in2010,Wenchuan Earthquake in2008, avian influenza in2005and SARS in2003and so on,social intermediary organizations as the independent social subject betweengovernments and markets, organize and help people to cope with these crises, and play akey role in the elimination of the crises. They not only ease the burden of government incrisis management, but also give full scope to set people’s mind at rest. For example,China Red Cross Society actively organize social relief forces to assist the governmentto combat the quake and carry out relief work, raise substantial social funds for disasterrelief and post-disaster reconstruction.Although China’s social intermediary organizations are gradually important inpublic crisis management with extensive social influence, they still have many problemson their development and crisis coping capacity because of the short existence time,imperfect system and the restriction and influence of disadvantages in current socialtransition. For example, influenced by Guo Mei-mei Incident and the following,Chinese charitable organizations such as the Red Cross Society at all levels andfoundations suffer serious crisis of confidence with sharply reduced capital endowmentand not worked commonweal projects, even the blood centers and hospitals lack blood.These crises cause tremendous effect to public interest and people’s life.Therefore, based on the background that social intermediary organizations havegreat impact in coping with public crises and their roles are not full played at present,this paper takes social intermediary organizations as breakthrough point, uses case studymethod to analyze the situation of social intermediary organizations coping with publiccrises from two dimensions of success and failure, in China and outside China. Andaccording to deep analyses, constructing the effective mechanism of Chinese socialintermediary organizations coping with public crises by constructing and perfecting the crisis prevention, response and evaluation mechanisms, which are of importance for fullplaying social intermediary organizations’ role, developing and extending their socialinfluence.
