Since the “5.12” earthquake had taken place in Sichuan, China in 2008, many state-owned enterprises were suffered from that disaster. Chinese government and the NGO(non-government organization) offered strong support for those corporations; including reconstruction, production resuming, and rescue. This behavior of rescue involves a part of public crisis management. Currently, the study of public crisis management has been a hotspot in the field of public management theory. The frequently natural disasters like floods, snow storms, earthquakes had occurred in recent years in China, it has been a big challenge for Chinese government in the field about the effectiveness of social management. Especially the responsibility when the government coping different kinds of crisis. For this reason, the academic world started to caring about how to manage public crisis in a system effectiveness way. But still no answer for that.This paper not only focuses on how government organizations deal with public crisis, also discusses NGO has been an important role in dealing with public crisis in our country. Flood in 1998, the government was the only core effectiveness with some help of governmental organization to launch rescue. After the flood, the volunteers resources has been overblown. But when comes the “5.12” earthquake swept across China in 2008, not only the Red Cross society of China, the China charity federation, approved by the state council can acceptting or donating SARS, but also non-governmental public organizations began to appear. Non-governmental public organizations in public crisis management is also an important part in public crisis management, especially in recent ten years, China’s non-governmental public organization has developed rapidly, they can play a role which is indispensable.Based on the true story of Dong Fang turbine co., LTD as an example, in order to discussing the distinguish of the way to deal with the public crisis management between the government and the NGO, combined with China’s specific national conditions, to explore the policy of public crisis management patterns of crisis management and coping mechanism. From the perspective of management, crisis management can be divided into advance control, matter control and afterwards control, through the analysis, this paper want to strengthen the crisis management is engaged in the three stages of former, matter and afterwards.Through Dong Fang turbine co., LTD reconstruction, we could see that the government gave help on the policy of funding, personnel training, plant construction. Dong Fang turbine co., LTD as reference, this paper discusses the government and NGO have different mode in disaster response to the crisis management, and expound how the government and the role of NGO work in the public crisis management, and put forward suggestions for improvement.
