With the affection of economic globalization In the21st century, the pace of China’s social transition fasten with the lead of market economic structure transition, developing with the diverse forms of ownership, economic structure, the property right multiply and the diversification of management. The labor relations are turning into enterprises, the labor relationship complex, becoming Multi-type and unstable, Strong capital with the weak labor stands out even more clearly.For market-oriented reforms, the china’s government evacuates from enterprise management, as the same time, the unions works as a safeguard organization for workers’legitimate rights and interests, and a should assume by social management functions, in effect the legitimate labor benefit, to relax social contradictions as the "stabilizer" role. In2001after amendment of the first union law of safeguarding the legitimate rights and interests of employees as the union of the basic responsibilities, but the effective implementation of our union functions, are still faced with its awkward, legal basis for the position is still imperfect, the union lack of Consciousness of protect their own interests and rights. In the embarrassment of organize and mobilize the workers in the face of inaction,"marginalization", there are poles apart for the actual and reality.In the Social transition period, the unions must be completed by the chemical to market-oriented the union, to be effective in industrial restructuring and structural change in the ranks of the profound changes and send the new ways to adapt the current economic and social development.
