With the rapid development of China’s reform and opening up and the marketeconomy, the new generation and foreign social elements constantly emerging, caused thesocial transformation and a variety of contradictions and problems in society. Under thetransition background, the paper emphasis on the problems in local government, andanalyze the reasons of these problems, study how to solve it to achieve perfecting thesocial management. Good social management is of great significance to implement thevalue of scientific development, construct the harmonious society, maintenance the socialjustice, promote the social stability and make it progress. Therefore, reform traditionalsocial management system and promote the innovation in this stage, become the urgenttask facing in current governments.Local government level structure is in the middle link between the central governmentand the people, its social and basic characteristics are particularly prominent. However,because we are in the social transformation period, the local government facing bothopportunities, but more challenging situation, be influenced of the traditional idea and notmeet the current social development model, the local government hasn’t came out from theplanned economy era concept completely, and together with the affection of other externalsocial environment, there are still exist some problems and shortcomings thatun-synchronization in the development of social and economic in local government, andthe role positioning errors in social management. In addition, the social managementpolicy is not perfect which leading to the social organization growth difficulties, andfurther lead to service and the integration greatly reduced of local government socialmanagement, these are places in urgent need improved in the local government. Socialmanagement is an important activity in human society, resolve the above problems is thebasic of innovating the local government’s social management. Aiming at the existingproblems, in the context of social transition in local government, the paper analyze theproblems of social management, combined the experiences and enlightenments in westerncountries, come to the general idea in two aspects of government and society, put forwardthe social justice, social plural subject, social resource allocation and public participationin which on the innovation of social management measures on certain principles, througha commitment to maintain social stability, promote social harmony, and consummatesocial management in new situation.
