Pacts In The Village-level Management Functionality Issues

Pacts as a public specification from the rural society, in line with the actualvillage social life, flexible regulate people’s behavior, reasonable to adjust the orderof life of local society. Pacts is an important way of village-level management andcarrier, and adapt to the village-level management requirements, development andimprovement, and generally adopted in China’s vast rural areas, villagers’self-management, self-education, self-discipline code of conduct. In this paper, thedemocratic pacts order to maintain the village, heritage village culture constrainedvillagers individual behavior, national legislation supplementation, and its functionhas played and did not give full play to the performance of in-depth analysis of rootcauses and seek pacts power in the village-level management, give full play to thefunction of the countermeasures to provide a useful reference in order to improve theconstruction of "pacts to strengthen village-level management, and promote aharmonious new rural construction.The article consists of five parts, in addition to the summary section of theintroduction part of the beginning and end of a body part by three components: thefirst part of the theoretical analysis of village-level management function for the pactsto define the relevant concept studied the pacts, the connotation and characteristics ofthe village-level management, and related supporting theory of pacts in thevillage-level management functions. Pacts in-depth theoretical analysis, I found, the pacts are good channels ofall strata of rural society to express their own discipline and self-governance in theoperation of the affairs of the village, is a contractual specifications meet the needs ofthe modern society, should become an effective way to solve the current village-levelmanagement problems, and hope to build a harmonious society in the village-leveldevelopment of standardized management and perfect for little theoreticalcontribution.
