Research On Functioning And Influencing Factors Of Neighborhood Committee Under Village Mixed Community Management

In2006, the concept of rural community development was first proposed in six plenary sessions of the sixteenth of Chinese community party, which clearly advanced that build community and improves Grass Government Service and management network. It means that positively build rural community, improve new type community management and service system, so that build it as a social life community in way of well management, perfect service and peaceful civilization. Neighborhood committee of rural community, as a central power in rural region management, not only is difference from urban community Neighborhood committee, but also difference from Villagers community. It calls into play, in addition, influenced by kinds of factors in process of management. This article takes neighborhood committee of Lang Village community as an example to describe the function of neighborhood committee of Lang Village community and analysis its influence factors combined related sociology theory by way of interviews. This study will give some reasonable suggestions against problems met by neighborhood committee of Lang Village community in process of village mixed community management.In process of village mixed community management, neighborhood committee of Lang Village community mainly play a role of exact administrative functions.it is to be a carrier of Top-down management, forming an actively political life community, playing a role of social security makes it to be a stabilizers ensuring residents’life, forming a well economical life community; Playing a role of public service and management maintain a peaceful and united atmosphere in rural community, forming a good social life community; Playing a role of culture building promotes a sense of identity and belonging, forming a civilized cultural life community.In process of village mixed community management, there are many factors influencing its functions. On positive side, under the help and guide of Grass Government is the external power of neighborhood committee; the ability and position of Community elite is core power of neighborhood committee; the identity and participation of residents is the internal power. On restrictive side, there are mainly internal influence factors of a community of Lang Village, containing role ambiguity and goal ambiguity. There are also some external factors, including single funding sources leading to lack of funding and few members of organizations.In process of village mixed community management, it needs a strong governance body to participate in community management; however, neighborhood committee of Lang Village community is exactly the core power of village mixed community management, playing a great function. Even if it did, people have to find cleanly that there are some problems. Therefore, it is necessary to clear the role of neighborhood committee and clarify the relationship of neighborhood committee of community and Grass government. Neighborhood committee of community has to make long-term development goal, expand the source of funding channel, and make full use of residents in community. Only by this way, neighborhood committee of community may run a long way and finally, the community will become a social life community of well-managed, perfect service and peaceful civilization.
