Study On The Improvement Of Village Organization Function In Boai County

As one of the main bodies of rural governance,village-level organizations constitute an important element of grassroots governance in China,and are also related to the development of "three rural" issues in China.The improvement of village-level organizational functions is an important measure to effectively improve China's effective social management and an important link to realize national rejuvenation.With the advancement of industrialization and urbanization in our country,urban and rural development is not harmonious and increased the risk of rural development,under this background,improve the village "soft tissue + hard organization effectiveness and stability of the structure,to find a reasonable balance,to handle the rural problem,achieving rural revitalization strategy series.Boai County is a county under the administration of Jiaozuo City,Henan Province.The rural population of this county is a large proportion of the whole county,and the agricultural efficiency and intensification degree are higher.It is a typical agricultural county,and it has been awarded the national demonstration county of vegetable standardized production and the pilot county of the development of farmers' professional cooperatives in Jiaozuo City.Against the background of the rural revitalization strategy,there are still contradictions and conflicts between the traditional rural social and village-level organizational structure and the current social development,and village-level organizations in Boai County are also faced with such problems as inferior system,lack of economic productivity,backward ideology and culture,and unclear function positioning.The development of rural society depends on the governance of village-level organizations,and the extent to which village-level organizations face difficulties will directly affect the development and stability of rural society.Therefore,in-depth analysis and exploration of the difficulties faced by village-level organizations in Boai County,to give full play to the positive role of village-level organizations,should be in the county's overall promotion of rural revitalization strategy.Based on the theory of government governance,the theory of government function and the theory of structure and function,this paper adopts the methods of literature analysis,comparative analysis and case study,and takes some village-level organizations in Boai County as examples.Based on the current development status,this paper believes that village-level organizations in Boai County are facing a series of problems such as weakened functions.Strengthening the village-level organization contract governance and introducing social organizations to participate in governance are effective ways to improve the functions of village-level organizations in Boai County.Establishing and perfecting the five-in-one system of organization guarantee,system guarantee,culture guarantee,human resource guarantee and financial fund guarantee can provide important guarantee for the improvement of the village-level organization function of the county.
