Research On Socialization Of Service Management For Retired Cadres In Party And Government Organs

Retirement is a great turning point in life.The cadre retirement system with Chinese characteristics has gone through 36 years.In the early days of the founding of the PRC,because of the low level of socialization of public services in the planned economy period,the mode of unit management was applied to retired cadres.Due to strong political resources,control and service support capabilities,party and government organs enjoyed excellent benefits and services for their cadres and workers,including retired cadres.With the progress of the society and the establishment and gradual improvement of the social endowment insurance system,the concept of social equity deeply rooted in the hearts of the people,the "hidden welfare" of the "institutional units within the system" enjoyed by the retired cadres of the party and government organs has been criticized by the public.With the coming of aging,the number of retired cadres has increased greatly,which makes the management cost of the units and government increase,and the burden of supporting the aged is becoming more and more heavy.And for the retired cadres of the party and government organs,the "fewer children" makes the family structure change,and the rich material life makes the way of life diversifying,and the desire to realize their own value has been continuously improved.Besides,the contradictions about "different treatment in the same city" and exclusion of social services are becoming increasingly prominent.Consequently,relying solely on units to serve management has not satisfied their needs.In 2015,"Decision of the State Council on the reform of the old-age insurance system for staff of organs and institutions "(No.2015)(No.2)stipulates that the pension insurance of the institution units should be combined.Under the background of comprehensive deepening of reform,with the transformation of government functions to "small society and big government",it can be foreseen that it is imperative to keep pace with the times,reform the current mode of service management and realize the pluralism and socialization of the service and management of retired cadres in party and government organs.At present,some provinces and cities have made a bold attempt to promote the socialization of the service management of the retired cadres of the party and government organs,and have accumulated the experience and explored the suitable model for themselves.However,there are still many difficulties in the service management departments such as the long main body,the tight management funds,the lack of service facilities,the lack of professionals,and the lack of policy support.This article is divided into five parts.Based on the actual work of the retired cadres in the party and government organs at the present stage,using the theory of the transformation of the government functions of the new public administration and social security,starting from explaining the necessity of socialization of service management for retired cadres in party and government organs,by summarizing the socialization of service management of retired cadres in the party and government organs of some provinces and cities,it analyzes the dilemma of socialization of service management of retired cadres in the party and government organs at the present stage and explore effective ways to promote socialization of service management for retired cadres in party and government organs in the new era,hoping to provide pertinent theoretical innovation and reference for further improving the service and management level of retired cadres in party and government organs,and gradually achieving the socialization of service management.
