With the development of economy and society, the situation ofChina’s aging population is even grimmer. Shanghai as China’s mostmodern and the most economically developed cities, has its specialstatus in China’s aging process. In the recent40years, the degree ofaging population in shanghai has been ranked the highest in China. Andthe veteran cadres are an important and special group of China’s agingsociety. The cadre retirement system, established in1982, is a majorreform of China’s party, state leadership system and the cadre system.This system established to ensure the orderly replacement of old cadres,the party’s cause Passing the torch has played an important role, but alsofor veteran cadres’ work an important systems’ foundation. Although the veteran cadres because of the party and government’s special policies,their pension conditions are much better than the average social level,but there are still many difficulties and needs. Therefore, the correctawareness, understanding and grasping their material standard of living,cultural and spiritual needs, and mental capacity, adhering to thepeople-oriented, caring veteran cadres’ life, meeting their needs incommunity, solving their practical difficulties effectively, is an importantwork in the new era. Shanghai continues to do well in the original unit ofveteran cadres’ work, increases efforts of the work in community,explores how to rely on the community resources to adapt to old agepension and retired service management needs, better implementation ofthe various retired benefits, to make the older age group made specialcontribution their later life more happy, peaceful, more dignified.This thesis is divided into five parts. The first part is an introductionof the main argument of this paper described the background, purposeand meaning. The second part is Shanghai retired cadres managementoverview, introduces the basic concepts of retired cadres, cadresretirement system for the creation and retired cadres of communitymanagement. The third part combines the actual situation of retiredcadres in Songjiang District, described the status of communitymanagement of retired cadres, to understand retired cadres’ practicaldifficulties and needs, find existing problems and focus on analyzing a problem causes. The forth part is on improving the retired cadres ofcommunity management recommendations. The fifth part is theconclusion and outlook; there are still shortcomings described herein andoutlook.
