Obstacles And Countermeasures Of China’s External Founding Model Policy Agenda Setting

Policy agenda setting is a process that collecting intelligence and proposing,participating in policy discussions and recognition after analyzing and filtrating socialproblems. In the whole life cycle of public policy, it is the first step and is aninevitable stage before policy making. At the same time, it is also the key step oftransforming social problems into policies. Whether the setting is perfect or notrelates to the quality and running effects of policies.In any political system, there area number of policy agendas, thereinto, public agenda and government agenda are themost basic forms, at the same time, they are two different stages of police agenda.From different perspectives, there are different views for the classification of policyagenda. One of the scholars, Roger. W. Cobb., from America, regards the main bodyof policy appeal as a standard, puts forward three models of policy agenda: externalfounding model, political mobilization model, inner creative model.External founding model policy agenda means that the policy appeal is putforward by individuals or social organizations outside the governmental system.Through interpreting and diffusing into the public agenda, and then by means ofputting pressure on government to make it enter government agenda. This is a processthat unifying public agenda and government agenda. It reveals the degree of acountry’s democracy, and should become the mainstream of policy agenda type undertoday’s political background of the democracy and legal system.With the acceleratedprocess of our economic marketization, social legalization and politicaldemocratization, the setting of our policy agenda is changing along with thedevelopment of the era. The major model of policy agenda is in the transition period,from inner creative model or political mobilization model to external founding model.However, in the transition process, there are various obstacles which make it not sosmooth in practice. Still some citizen participation is mere in formality. Someproblems such as a large backlog of hidden agenda and public agenda privatizationneed to be cracked. This thesis, on the basis of public choice theory, democraticpolitical theory, interest game theory and political systems theory, sets out from thefive factors influencing policy agenda to excavate the deep causes of the obstacles insetting external founding model policy agenda and the countermeasures, aims tounveil the mysteries of setting external founding model policy agenda, eliminate hidden agenda, reduce policy mistakes, improve government credibility, and advancethe process of socialistic democratization.
