Under the condition of the modern society, the state and the government are no longer faced with simple and basically stable social problems, but a lot of interrelated and interlaced problems. At the same time, the focus of public concern and interest is not an abstract principle or idea, but a social problem that is closely related to their own interests. Because these problems are directly related to the improvement of their own situation, the public concern about these kinds of problems is increasing, so the quality of public policy, procedure, way and public policy will also be highly concerned by the public. In the process of public policy, the policy agenda is defined as the process that the decision maker is brought into the policy problem, and it is the first step and the fundamental starting point for the whole process.Since 1980s, with the deepening of China’s market-oriented reform and the profound changes in the social structure, the public policy of scientific and democratic demand is also more intense, especially in the context of China’s transition and development has entered deep water area, various economic and social areas of deep contradictions and problems of public policy quality and level of higher challenges. The Third Plenary Session of the eighteen Central Committee of the Communist Party of China put forward "national governance system and governance capacity modernization" as the basic direction of comprehensive deepening reform of the overall goal. As an important content and process of political authority and public power, it is necessary to realize the modernization of national governance in our country. In this context, the agenda is the first part of the policy process, and it must be an important issue to decide whether the public policy can effectively respond to and meet the social demands. Therefore, to explore and study how to effectively set the policy agenda in response to public demand in China under the system constraints and realistic demand, not only has become an important realistic problem to deal with the complex policy environment and meet the vital interests of the people, but also the basic demand and inevitable trend of China’s public policy research localization. However, compared to the major real demand of public policy research, China’s existing public policy research is mainly focused on the introduction and promotion of foreign policy research, the interpretation and endorsement of government policies and other areas, based on China’s policy practice and theoretical innovation and policy innovation is relatively insufficient. In the area of policy agenda, related research is lagging behind, and the same focus on the use of foreign related theory to explain the local practice, so that the relative neglect of China’s policy agenda to determine the reality of the impact of factors, the actual characteristics and basic evaluation and other defects.In the policy agenda setting research field, American scholar John Kington founded the multi sources model based on the complete rationalism, the principle of gradual and so on, to the problem of the stream, the policy stream, the political stream as the analysis dimension, to determine the policy agenda. This theoretical framework has been used in the research of the specific public policy agenda in China. It has been used as a tool for the analysis of the policy agenda which has a great innovation and strong explanatory power. This paper argues that the use of multi-source flow model to analyze the Chinese policy agenda is the key to the realization of the effective interpretation of the policy agenda under the constraints of the Chinese system. To this end, this paper is based on the "dome", which has an important social impact, and has a significant impact on the policy agenda of public events for empirical sample, the use of multi-source flow model to explain the policy agenda of China’s haze governance case study. In this paper, we find that in the multi sources model, the problem of haze is a serious problem, the policy of the policy plan and the existence of political support. In addition, this paper also finds that the "dome" incident reflects the strong demand for the social participation policy agenda in recent years, the public opinion has a significant impact on the agenda setting, but the obvious "bottom up" agenda of the "bottom up" type, which is obviously inconsistent with the existing system, which is an important reason leading to the incident. On this basis, this paper evaluates the effect of China’s policy agenda, and puts forward the reform ideas and suggestions to further optimize and improve the process of China’s policy agenda.
