The advent of the Internet era provides a no " medium obstacles " information communication channel between political system and citizen society. With the help of this channel, the public can through the public opinion pressure political authority and achieve the purpose of participation in social governance. The policy agenda is the logical starting point of the political process, is the primary function of starting policy system. If the public want to participate in social governance and realize public interests,they must impose big influence on the public policy agenda setting. And this kind of influence is the main performance of public opinion’s political energy. In fact, The influence what public opinion impose on the policy agenda following the logic process mainly including focus highlights emerging, public attention condensed phase and public opinion convergence of the three stage. And this process smoothly needs to have the appropriate conditions. Generally speaking, these conditions include three aspects of opening social governance system,heavy public opinion and social problems which can be solved. In contemporary China, the public opinion of network can effectively protect and promote the publicity, democracy and effectivity of policy agenda setting, which is very valuable for the policy agenda setting. However, because of the group polarization effect, the distortion of the network information transmission, the characteristics of dispersion of netizen attention and our country relatively isolated elite decision-making system, the value of public opinion in Internet are limited, which cannot be exerted maximum. Therefore, we can maximize political value of public opinion in network by inhibiting group polarization, improving the credibility of t network public opinion,strengthening media agenda control and improving openness of our system of governance.
