Marxist philosophy regards consciousness as the subjective response to objective thingsand determines its dynamic function of the development of things. With the constantdevelopment of the national public administration system, and with the establishment andcarrying out of social supervising and the leadership responsibility investigated system,the leaders, as the important group of the administrative managing service, are undertakingthe social responsibility and the post pressure which accumulate unceasingly along with allkinds of psychological pressure questions when they face the impact of the market economyideology, the alternation of new and old culture in the public service system and the reformingand transformation of the public management ways. A leader, who is a natural man, plays amore important role as a social man in the development of economy, culture, politics, societyand etc. Comparatively speaking, the leaders’ psychological pressure questions which reflectthe subjective initiative, always influence the leaders’ routine work and decision-makingsubtly. Compared with an ordinary person’s psychological pressure, what kind of specialquestions belongs to a leader? What is the main cause of it? How should we solve thequestions reasonably? The thesis explores and explains these key questions? By analyzing thecauses of the leaders’ psychological pressure and the objective reality, the author exploreseffective ways and puts forward the scientific criterion of psychological qualities.
