In the new circumstances, the Party and the government are facing quite arduous tasks, new situations and new problems emerging in an endless stream. Thus the overall quality of cadres at all levels and cadres training work have been put forward higher requirements. Cadres training is an important way to strengthen the capacity building of cadres, also an important foundation for building service-oriented government. As the last section of cadres training, effect assessment of cadre training, extremely lacking of theoretical level and practical experience, has frequently been neglected, failed to play its due role. How to evaluate training effect in a systemic, objective and scientific way is a problem that every government has been researching and explorating. Above all, as grass-roots organization of the foundation of national development, personnel of administrative organs have complex composition, which demands that the training effective should be constantly enhanced, and the importance to improve training effective assessment should be emphasized. And then lay solid foundation for the grass-roots organizations to build service-oriented government.The paper focuses on the issue about how to do effect assessment of training of cadre at grass-roots level. Based on Kirkpatrick’s four assessment model and Kaufman’s five assessment model, combined with actual grass-roots situation, emboding the qualitative analysis and quantitative analysis, the paper makes comprehensive and intensive research and analysis of the problems that exist in effect assessment of cadre training in grass-roots Party school, and introduces the model of effect assessment of cadre training in grass-roots Party school, as well as the measures and suggestions to do effect assessment work of cadre training in grass-roots Party school. The paper firstly describes the conceptions of cadres training and effect assessment, indicates the necessity and importance of the effect assessment for improving the effective of training of cadres in grass-roots Party School. Secondly, the paper takes existing assessment theory, assessment model and their application in every countries as theoretical foundations for the analysis and practices in this paper. Again.the author takes advantage of own position and actual conditions, employes methods of field research, questionnaires, phone calls, according to mature and classical assessment model, combined with actual grass-roots Party school situation, explores and establishes a set of cadre training effective assessment process, in particular adds the assessment of the impact students make on public services after training. Finally, in connection with the actual work described in the previous section, the paper put forwards recommendations for effect assessment of cadre training in grass-roots Party school from four aspects. The author hopes the paper could not only urge more government to pay more attention to the training effec assessment, in particular to the effect assessment of cadre training in grass-roots Party school, but also provide theoretical and practical reference for other grass-roots Party schools to carry out training effect assessments work.
