The Behavior Of The Non-Governmental Organizations’ Participating In Public Policy In China

With the development of non-governmental organizations and the improvement of public policy system in the world, it has been a trend that the non-governmental organizations’ participating in public policy. It has made a progress and done some researches that the non-governmental organizations’ participating in public policy in China. But generally, there are many problems in the theoretical study and practical participation. This paper has researched the behavior of the non-governmental organizations’ participating in public policy in China under this background.This paper researches on the base of the analysis of several cases. It analyses four cases, expatiates general theory, demonstrates related theories, parses and provides some relevant countermeasures and suggestions. Firstly, it analyses four representative cases of the non-governmental organizations’ participating in public policy in China, then educes the conclusion of multi-path. Secondly, it tells the general theory of the non-governmental organizations’ participating in public policy, including the conditions of NGO in public policy agenda, the foundation of NGO in public policy decision-making, the stage characteristics of NGO in public policy implementation, and the requirements of NGO in public policy evaluation. Thirdly, it demonstrates the theories of the non-governmental organizations’ participating in public policy in China with the analysis of the theory and reality-based, the causes and feasibility, the values and meanings. Lastly, it analyses the traits of diversity, and provides some relevant countermeasures and suggestions. So, this paper is a research of practice and theory. Under such study, we can try to summarize the whole conclusion of the behavior of the non-governmental organizations’ participating in public policy in China, including the participant approaches, actuality and advices.In a word, this paper innovatively studies the combination of practice and theory on the base of the analysis of four cases. This is a feature of this study. The study has theoretical and practical significances. It has very important influence to research the theory and practice of the non-governmental organizations’ participating in public policy in China. It can provide a new idea for the theoretical research and a reference for the actual participation. This is also the purpose of the study. It researches in order to promote the non-governmental organizations to participate in the public policy. And it can offer a way out for the development of non-governmental organizations and public policy.
