The talent is a colony with special human capital in human resources, and the outstanding one among them . With the setting-up of the market economic system of our country, the floating of professionals is more and more frequent. The inherent request for market economy makes talents or this kind of factor of production of human capital have greater mobility, require talents to carry on rational flow objectively. Through the positive research, This paper attempts according to encouraging- health care theory, to seek the law of impact on floating of professionals of the social security factor. According to the encouragement of Motivation-hygiene theory, the factors that influence the satisfaction of working people can be divided into the health care factor and the encouragement factor. The social security have functions of protection and melting in danger , when the social security is scarce, people feel unsatisfied. It is generally acknowledged that it influences working satisfaction as the health care factor. In some social security modes, it has interests that encourage the function too. Satisfaction is closely related with whether talents flow or work. So, this paper mainly investigates this factor's position and influence in determining all key elements of job satisfaction of social security, thus realize its research of the influence of floating of professionals.
