Research Legal Mechanism Of Land Saving And Intensive Use In Shanxi

As an important means of production, the land support all walks of life, relate to the people’s livelihood. Building a mechanism about save and intensive using land, is the social and economic sustainable development, also is one of the core content of land management work. Land management is to thoroughly implement the scientific outlook on development, cogent fulfill the basic national policy " cherish very, reasonable use land and cogent protection farmland ", plan as a whole the development of land natural resources, use, transfer and protection of each link, promoting the sustainable use of land resources. In this paper application of Ministry of education of Humanities and social science key project as guidance, in2005of Shanxi province land uses overall planning (2006~2020) as the basis, a careful analysis of the current land use in Shanxi province the overall status, as well as one of the typical problems and reasons; Research draws lessons from other provinces and municipalities of the advanced experience, and on the basis of my province land is actual and the stage of economic development demand. The author makes a study by application of causal analysis method, comparative analysis method and chart analysis method, put forward the construction of economical and intensive land use mechanism is proposed.Besides the introduction and the conclusion, this article altogether divides into four parts.Part I:Elaborate in detail the land saving and intensive use of basic theory, and according to the current situation of land utilization in Shanxi province were analyzed.Part II:Analysis of land use of Shanxi province mechanism problems, and lead to these problems the system sex reason.Part III:Analysis of two provinces such as Yunnan and Guangxi and municipalities in the land saving and intensive use has made active exploration, and from which suitable for Shanxi province this province actual system. Part IV:From five areas, such as land use restriction mechanism, incentive mechanism, market mechanism, common responsibility mechanism and public participation system, show my advice of to conduct economical and intensive use of land to Shanxi Province.
