The Research On Governance Model Of Star Village Under The Collectivism

When rural reform horn of our country was sounded by Xiaogang Village, ten thousand rural developmental portraits began to expose to the trend of reforms. A large number of Chinese typical star village appeared, such as Huaxi Village in Jiangsu, Daqiu village in Tianjin, Xipu village in Hebei, Nanjie village in Henan, Dazhai village in Shanxi.These star villages took the collective governance model under the authoritative leadership of star master. Throughout the development of Dazhai village, the individual agriculture reformed from individual to cooperation, then reformed again from cooperation to the people’s Commune whose socialization in the higher degree. When the system of the agricultural collectivization had been deeply rooted in the farmers’ hearts, the tide of Household reform brought huge impact to Dazhai village. Several years Dazhai was depressed, however, the reform of the agricultural management system was far from over. Reconstructive actions of cooperative system began with the development of market economy. Now star villages including Dazhai execute collective governance model, but this administrative pattern to face many problems that can not be ignored:the potential problems of Strongman mode, the deviation of distributive governance model,"Three in one" management construction,"Velvet glove" village governance model, the gradual reduction of democratic consciousness among villagers, all these mentioned effected the democratic foundation of collective governance model; Paying insufficient attention to the village spirit made the collective governance model lack the power support. Closed administrative village group, the region division caused by agribusiness United Corporation, The problem about the institution of collective property rights, the lack of talent in village, all these problems affect the development of collective enterprises and the realization of Common prosperity. More over, these made the collective governance pattern lack the stable collective economy foundation. Furthermore, when the star master exit and the village elite leadership cannot be recycled, we have to think about the future governance model of star village. Star Village only through effective organizing farmers, can maintain the collective governance model and continue to play its positive role. This paper selects Dazhai village as the research object, gives indepth analysis of the collective governance model of star village from three aspects:the current situation, existing problems and measures. The research of the collective governance model of Dazhai village aims to solve the problems it faced and promoting the better development of star village.
