From Strict Control To Moderate Loosening: Community Management Mode Transformation Research In China

With China’s social transformation and the global association of tide，associations as the third force besides government and market in moderncountries， plays a more and more important role in maintaining socialstability， easing social contradictions， meeting interest demand andproviding public services. Since reforming and opening up， with thereforming of the market economic system， the restructuring of thegovernment institutions and the transforming of the government’sfunctions， China’s community organization gained greater development，playing a positive role in this increasingly diversified social management，becoming an indispensable main body of the social management. But， weneed to know that， owing to the leaving history factors and imperfectvarious mechanism， system in the transition period，there are still a lot ofproblems in the management of the associations in China， whichundoubtedly prevented the development of community organization inChina and the role in the social management， affecting the process of themodern transformation in our country. And the present development ofassociations in our country， not only is different from the developedcountries of the community organization in the "market failure"， and thecase of the "democratic welfare state failure"， also different fromtraditional private ownership in developing countries， or even a differentcountry of the other during the transition period. In view of this，combining with actual situation in China， discussing the suitabletransformation path for China’s community organization managementmodel has become the important topics to be solved in our country socialpublic management.While backtrack the history of the development of China’s socialorganizations and grasp the current Development Situation， we cannotignore the problems of management model on the basis of recognition of itsachievements. Many regions in China are still managing communities bydouble control management system. It not only limits the threshold of community organizations setting up registration，but also restricts thepositive nature of communities self-development， which lead manycommunity organizations did not developing their value and function butcompletely become a tool in the hands of the government. After the depthanalysis of the reasons for these problems， the paper focuses on theanalysis of the path selection of the community organizations managementmodel in our country. Firstly it points out that China has the necessity andfeasibility of community organizations management mode transition， andthen it points out that the control type community management model isnot suited to the market economy， political democratization and the needof the social diversity of social reality nowadays. But learning from theexperience of developed countries and adopting a laissez-faire type ofcommunity management mode is also not in line with China’s conditions，"Haste makes waste"， it will cause more social ills，and affect socialstability and modernization. In view of the consideration of historicalfactors， practical development situation and the empirical analysis of thecommunity management model innovation in some successful reform areaslike Beijing， Shanghai， Guangdong and so on； the moderately relaxedmiddle management model is more suitable for the communitymanagement in our country. It gives full play to the positive role of thegovernment， market and community in social governance， and promotesthe successful transformation of the community management model，which provides a solid foundation for China’s modern transformation.
