80 years since the 20th century, the concept of performance management was introduced into China in the party and government management, the central and local party and government agencies began to actively explore and practice of performance management theory, and achieved fruitful results, however, the drawback is that these research and practice are concentrated mainly in the performance evaluation, design and appraisal of the main indicators of the static selection of performance management. At present, with China's development of economy and democratization process, the people's demands on the government's public service quantity and quality requirements are high, and then on the party system of their own management and the management of party and government institutions to the community are much higher. Administrative divisions and management of the county in China have a special status, and its status of party and government agency performance management is not only crucial to county self-governance and development, but also the entire national harmony. And stability and development of science have an important significance and important effects. This paper attempts to county party organizations in the case status and performance management, problem analysis and anatomy of the premise, reflects the performance of our county party and government agencies manage common problem: that a performance appraisal or performance evaluation instead of performance management, to static instead of dynamic performance appraisal performance management. On this basis, the paper hopes to learn from American experience, put forward the performance management of our county party and government institutions from simple, static performance evaluation and performance assessment to the dynamic changes in scientific methods and performance management path.This paper is divided into four parts : The introduction describes the county party and government institutions to study the performance management theory and practical significance of the research method and the current domestic and international research on the subject status, and carried out the definition of key concepts. The first chapter focuses on the performance, performance appraisal and performance management concepts, as well as their differences and relations between,and county party organizations on performance management theories were expounded. Chapter II, mainly through analysis of case management and performance evaluation of county status, and thus reflects the performance of our county party and government agencies manage common problems, issues and paradox. The third chapter is a brief introduction of the Anglo-American countries, the reform process of performance management practices and should be affirmed. Chapter IV in the consideration of our county party and government agencies performance management situation, and learn from Britain and the U.S. experience of performance management reform, based on the county party and government institutions on the promotion of performance management in China building two proposals.This persisted in the practice and theory based on the combination of writing, using methods from specific to general, through the perception of work,field research and a lot of reading, not only with the cases in the county of research and investigation experience, but also out of the county's restrictions on the case, and then made our county party and government institutions common performance management problems and improve the development of its path and method.
