Social management is a kind of management activities aiming at promoting thecoordination of social system, its management effect directly influences the degree ofsocial order stability and social relationship harmony. At present, social managementfield occurs a series of problems such as the increasing of interests conflicts, thediversification of contradict disputes, the weakening of social morality consciousnessand the aggravation of anomie behaviors, by the double effect of economic systemtransition and social transformation. The current social management mode is difficult toadapt to objective environment variation and it is highly lightened that we should takemeasures to reinforce and innovate social management. This is not only the inevitablerequests of reinforcing the party’s ruling ability construction and perfecting thegovernmental social management function, and is also an important prerequisite ofensuring the strategic goal achievements of socialist harmonious society and building awell-off society under the new situation, which is helpful to realize the lasting politicalstability, live and work in peace and contentment.To grasp the regularity of social management innovation is the necessaryprerequisite of social management mode, and this requires a systematic combing torelevant historical practice. The communist Party and government always attach greatimportance to the innovation of social management, especially since the reform andopening, explore and adjust social management concept, methods and decision-makingmechanism according with national conditions and development needs of Chinacontinuously, it presents the obvious stage characteristics in the process of change, atthe same time, the historical experiences in three aspects of setting up stable andharmonious value orientation, emphasizing the government’s service function,perfecting the laws and regulations of social management have important referencevalue to guide the social management innovation at present stage. On the basis ofhistorical review, comprehensive analysis of current social management status is thebasic requirements of clearing the direction, train of thought and the key content ofsocial management pattern innovation. On the one hand, summarize the main challenge of Chinese social management at the present stage, and analyze the existing problems insocial management system, mechanism and ability, etc. On the other hand, use caseanalysis method and choose the typical social management innovation mode of localgovernments to sum up the successful experiences in areas such as regional partyconstruction, social resource integration, conflict mediation and dynamic regulation andso on. Finally, on the foundation of reaching a consensus of multiple subjects toparticipate in social management in China, introduce the concept of ‘composite’ to thesocial management field is scientific and feasible, China should build and perfect thecompound social management mode in the future, and construct its content system fromfour aspects of social management concept, target, subject and mechanism.Based on the longitudinal time dimension of ‘history-present-the future’, developresearch on social management and its mode innovation with summative and reviewedperspective. It breaks through the general idea that studying innovative countermeasuresjust according to social management problems, is helpful to realize the effectivecohesion of social management mode inheritance and innovation, the organiccombination of point and level, as well as to ensure the effectiveness of socialmanagement innovation countermeasures and improve the social management vitalityand efficiency.
