With the continuous deepening of China's democratic political process and the popularity and development of the Internet,The Internet has increasingly become the main channel for people to express their ideas,appeal for interests,and participate in public policy making.More and more citizens are actively involved in the specific affairs of public policy formulation in various countries.Citizens can support and exert pressure on the government system by participating in the formulation of national public policies.On the one hand,they can put the will of citizens in the public policy of the country.It is reflected in the management activities,on the other hand,it can also provide legitimacy for public policy formulation,thus ensuring the effective operation of the government management system.For developing countries,citizen participation is of particular importance because the wide participation of citizens in national affairs is both a sign of the level of political development in these countries and a driving force for their continued democratization.the participation of citizen networks in the formulation of public policies has become increasingly active,and it has also brought extensive attention and research to this new type of political participation behavior.In this paper,the relevant research results of academic circles in recent years are reviewed and commented on the characteristics,status quo,problems and countermeasures of citizen network participation in public policy formulation,in order to further promote the research of citizen network participation in public policy formulation.As a new form of participation,public network participation has the advantage that public participation can't match in the traditional government environment,which has injected new vitality and vitality into the public participation.The emergence and development of the Internet has completely broken the geographical restrictions and time and space restrictions of information transmission,and provided a new form for citizens to participate in public policy formulation.However,we must realize that although the Internet provides a broader platform for citizens to participate in citizen policy formulation,since this form of citizen participation is still in the development stage in China,it will inevitably bring some negative effects.Of course,the Internet has brought us the gospel and brought many challenges.For example,the irrationality of the participation of the public network,the lack of normativeness,and the emergence of the "digital divide" have promoted new unfairness.Ensuring that citizens participate in the public policy of science and democracy through the Internet,making it more in line with the interests of the people Therefore,how to use opportunities,respond to challenges,and promote the orderly and benign development of public network policy participation has become an essential part of the research in the Internet environment.Firstly,based on the related concepts and theories of public participation in public policy formulation in the Internet environment,the third chapter briefly summarizes the specific ways of China's current citizen network participation in politics,and analyzes the characteristics and current situation of network participation in politics.Secondly,aiming at the status quo of public participation in the process of public policy formulation under the Internet environment,combined with relevant cases,analyzes the shortcomings of public network participation in all aspects of public policy formulation.The fourth chapter discusses the current citizens from different angles.The network participates in the problems of public policy formulation and analyzes the causes based on the problems.The fifth chapter is based on the experience of civic network participation in foreign countries such as the United States,Canada and South Korea.This leads to the sixth chapter,the last part,combined with the excellent experience of domestic and international development,and proposes corresponding rationalization measures for existing problems to regulate the public.Public participation in the policy development process.With the help of the "Internet" platform,we should give full play to the advantages of the public's participation in public policy formulation through the network,and at the same time limit the negative impact of network participation from different levels such as system,law,government,and public,and further explore how the public can effectively work in the network environment.Participate in policy development.
