Shaanxi Province Disabled Elderly Home Endowment Service Supply System Research

The scale and structure of Chinese population have developed new changes after1999when the country became an aging society, and one of its major characters is the significant growth of the elder handicapped. This old-age problem of the elder handicapped is drawing more attention of the academicians and society. The main purpose of this research is to summarize the shortage existing in the current system and seek for a founding mode for the service of the elder handicapped in Shannxi Province by analyzing the status of supply system to the elder handicapped in Shannxi and combine the beneficial lessons both home and abroad, thus provide theoretical support and policy advice to achieve the goal that all the elder handicapped are properly taken care of in the province.The author integrate criterion and demonstration analysis in the research process:Using literature analysis to card related theory in the elder handicapped service; Obtaining the first-hand information of the elder handicapped service by questionnaire and local survey; Managing SPSS software to analyze questionnaire data and deep interview; Summing up the particularity and real situation of the elder handicapped service in Shannxi Province.The author believe the elder handicapped of Shannxi Province are facing both age and deformity dilemma after analysis. This group is more willing to stay at home due to their sickliness, spirit loneliness and bad financial condition. But the heavy burden then falls on the shoulders of other family members, holds the development of them and causes "economic pressure of circulation" in the elder handicapped family. The in-door old-age service becomes an efficiency way to ease this dilemma. Yet the current in-door old-age service system for the elder handicapped of Shannxi Province has multiple shortages including covering area, service quality, field building, staffing and policy.In order to solve the dilemma of the elder handicapped of Shannxi Province and improve in-door old-age service level, the author uses handicapped right theory, public goods theory, service type government theory and welfare mix theory as the theoretical basis to find available solution, raise the basic frame of in-door old-age service system for the elder handicapped of Shannxi Province:Apply multiplex in-door old-age supply pattern base on clear state, society, market and family duties. Take in-door old-age service for the elder handicapped of Shannxi Province as a open system for giving advices on improve financial support system, policy system, personal system and old-age service system.
