| The growing needs of people’s better life requests for the improvements in different aspects recently,including the community’s public service supply capacity,the public service system of urban-rural communities,and the level of urban-rural community governance.To achieve these goals,every district in Shanghai is actively exploring new mode of grass-roots social governance conforming to the laws and characteristics of megacities.As an innovative practice,the "Home door" service system in Pudong New Area serves valuable functions.Specifically,it enriches the supply of community public services,enhances the efficiency of community public services and promotes the supply of community public services to socialization,legalization,intelligent and specialization.Additionally,it also contributes to the transformation of government functions,facilitating the construction of a service-oriented government.This research attempts to identify the perspectives of the frontline staff and the residents on the "Home door" service system implementation.The findings are expected to benefit the adjustments of the "Home door" service system and its operation.Through those improvements,several goals tend to be achieved,namely optimizing community public service supply,innovating social governance,and maximizing the effect of urban refined management.Therefore,the present study is of great practical significance for urban-rural community governance.This paper adopts case analysis and investigation research methods.It takes H town as an example,and research on the "Home door" service system in depth in terms of four elements including supply subject,supply content,supply means and supply quality.It is found that there are several problems in the operation of the service system.Firstly,grass-roots forces play an insufficient role as one of the supply bodies.Secondly,a misallocation of resources occurs,dissatisfying the need of grass-roots unit.Thirdly,institutionalization and platform construction still await enhancement.Finally,public participation and satisfaction in supply quality need to be heightened.Based on the current situation,this paper analyzes the causes of dilemmas,and proposes an optimization path for the supply of public services in urban-rural communities from four angles.Initially,we should continue intensifying team building for strengthening service function of provider,and cultivate Social forces for the diversification of public service providers.Secondly,we should effectively promote empowerment,ensure a rational resource distribution,and fully mobilize social resources to diversify the supply of public services.Thirdly,we should implement people-oriented to strengthen the "Home door" service system guarantee and accelerate the construction of information systems to promote the upgrade of supply platform functions.Finally,it is necessary to change the mindset and increase the attractiveness of service projects.The performance management concepts are supposed to be introduced and the third-party performance evaluation model is suggested to be employed. |
