China has entered the aging society in 2000 for 16 years.At the end of 2014,the ratio of the people over 60 and over 65 in China has reached 15%and 10%.The count of people over 80 will increase by millions every year.According to these data,the process of China social aging will be much quicker;there will be more and more old people.In these old people,the disabled and dementia ones are always overlooked.After 2030,this number will be bigger than two hundred thousand.It's a large group;the government needs to know what they need,what kind of service can meet their needs and how to supply better service.This article will resolve the problems caused by aging society,and give the disabled and dementia elder better service.In this article,the author did some research on the disabled and dementia elder in J Street in Tianjin,collected the requirement and analyzed the service supplied by community.Beyond the research,the reason of imbalance of supplement and requirement has been found and the solution has been presented.The article also announces the Necessity of development of the endowment insurance based on upon research.This article also found the differences between supplement and requirement with arranging the policy and tells the way to develop.The research methods in this article are literature research method,Survey Research Method,case Research Method,questionnaire method and so on.The author has collected the document of the disabled and dementia elder;s research and government policy.On the basis of field research on the status and requirement,the author designed questionnaire to analyze the data and looking for the issues of the services to old people in J Street in Tianjin,then suggesting improvements.
