Study Of Cooperation And Competition Relationship Between Government And Social Organization Based On Game Theory

Since our country initated its reform and opening-up policy, as market economic is fast deveopment, and the change of government functions is deepening constantly, social organization has grown and developed quickly. It becomes an indispensible organization innovation in the life of China society, and has an irreplaceable role and unique advantages in terms of meeting public demand and promoting social development. Therefore, how to handle the relation with social organization is become one of important link of innovating social mangement in function transformation for government. However, in the process of interaction between government and social organization, it’s inevitable lead to local interest conflicts, and hinder the establishment of good cooperative relations between government and social organization. The focus of this article is how to impove the cooperation and competition mode between government and social organization, remodeling the relationship between them, so as to promote the construction of the good interaction and cooperation between them.This paper summarize the theory basis of relationship between government and social organization at first. And this paper found that government and social organization exists unequal cooperation relations, and the government manage social organization existing deficiency, and the development of social organization is faced with dilemma through analyzed the status quo of the relationship between government and social organization in reality. Then this paper focus on the use of classic game model, including "Prisoner’s Dilemma" and "Clever Pig Game", analyzing the strategy selection of the government and social organization in field of public services supply, study found that cooperation is the optimal strategy selection between them. And, on this basis of obtainning this conclusion, this paper analyze the driving force of competition and cooperation between government and social organization, and then establishing evolutionary game model between government and social organizations. Through analyzed the evolution of the relationship between governments and organizations, study found that excess returns of cooperation, initial cost and the dependence of excess returns is the influence factors of the relation between government and social organization’evolutionary, and then againsting these crucial factors to the construction of cooperation promotion mechanism between government and social organization. Finally, this paper proposes some advices to establish good interaction and cooperation relations, respectively, from the point of view of government and social organizations.The innovation of this paper is to use traditional game theory in Western Economics to static analyze cooperation and competition game between government and social organizations, proved that cooperation is the optimal strategy selection between them. Then, on this basis of obtaining this conclusion, further using evolutionary game theory to dynamic analyze the development trends of relationship between government and social organizations, and the influence factors of development and changes of relationship between government and social organizations. Therefore, this paper from in-depth study the relationship between government and social organizations from a new perspective and ideas.
