In the composition of civil servants in China,the large proportion is the civil servants at the grass-roots level.It can be said that they are the link between the government and the broad masses of the people,they shoulder the responsibility of stabilizing reform and development and they are the specific executor of the policy system.The capacity and quality of grass-roots civil servants play a decisive role in the role orientation,administrative ability and efficiency of the government.Therefore,it is not only an urgent requirement,but also a key task to improve the ability level of grassroots and front-line civil servants.To improve the ability level of grass-roots civil servants mainly depends on two aspects: one is to rely on their subjective factors,that is their own learning and accumulation;the other is to rely on external promotion,which is to carry out scientific training.Compared with the traditional civil service training system,the competency-oriented training system highlights the clarity of goals,the continuity of process and pertinence of content.It can reflect the actual effectiveness and meets the needs of differentiation especially in the grass-roots civil service training and has more advantages in training effect and transformation.Supported by competency theory and human capital investment theory,this paper comprehensively uses special interviews,questionnaires and other forms.Combined with the experience of domestic and foreign civil servants training and training system,the entry point of this study is determined on the basis of expounding core concepts.The basic situation of grassroots civil servants in Nangang district of Harbin and the development of grassroots civil servants training mode in Nangang district is combed and analyzed.Combined with the questionnaire summary and analysis,the problems in the training mode of grassroots civil servants in Nangang district are deeply explored.For the root cause,we propose a path to solve the problem-embedding a competency-oriented training model.Through the analysis of competency theory and model,and drawing on the experience of domestic and foreign civil servants' competence application,the training model of basic civil servants in Nangang district isconstructed.At the same time,the feasibility conditions of this method in the training process are discussed,and the feasibility degree in the actual operation process of Nangang district is analyzed.On this basis,it puts forward suggestions for improving the implementation of the competency training mode for grassroots civil servants in Nangang district of Harbin which is to further enhance the practice orientation of grassroots civil servant training in Nangang district in the overall work of the government and improve the training mechanism.The curriculum system of grassroots civil servant training in Nangang district is rebuilt based on the competency training model.According to the application of the model,the actual situation of the district level is highlighted.The importance and demonstration role of grassroots units is highlighted in the competency training model.It is hoped that through the exploration and practice of the competency training model system for grassroots civil servants in Nangang district,the grassroots civil servants in all districts(counties)will be encouraged to expand the training path and provide reference.It is expected to effectively improve the job competency of grassroots civil servants and improve the better development of grassroots government role orientation and administrative capacity.
