With the rapid development of global economy and the advancement of China's socialist construction cause the new theory,new ideas emerge in endlessly,in order to survive in the intense environment,we must constantly improve their abilities,and more and more organizations realize the importance of talents,constantly improve the human resources system to develop,the traning played a crucial role in the human resources system,how to make use of training to develop talent is very important;As a national policy makers and practitioners,the civil servant's quality is directly related to the country,the party and the government image in the eyes of people,especially for grass-roots civil servants,they directly to the people,is closely linked with the masses,their behavior attitude and competence is directly related to the satisfaction of the public,and is directly related to national guidelines,policies and route of execution.therefore,for the capacity and quality of civil servants at the grass-roots level training becomes more urgent.The author thinks that,at present the academic study of civil servants at the grass-roots level training mainly is to establish a training system from top to bottom,not fully into account the trainee's own characteristics,Training effect is not significant.Based on the theory of competence and competence model,by setting the questionnaire analysis to extract the competence model of grass-roots civil servants,then according to their own capabilities and the differences between the model to train,make training more targeted,improve the training effect.First,This paper analyzes the related theory.In order to define the characteristics of the competence model,this paper analyzes the competence theory and the method of constructing competency model,and the applicability of the competency in the training were analyzed and summarized in this paper,to provide substantial theoretical basis;The second,This paper introduces the current situation and problems of Training at the grass-roots level in our country.In order to define the competence characteristics of the grass-roots civil servants,we did a descriptive survey questionnaire,then analysis and summary on questionnaire,form the competence model framework;Finally,the competency model applied to training needs,training plan,training implementation and training effect.In the stage of training needs,find out the gap between the models and the grass-roots civil servants is good for its own initiative to participate in training and learning;In the stage of training plan,we can have a purpose targeted planning rather than blindly;In the stage of training implementation,according to the specific condition of different personnel to carry out training activities,the method of case teaching and character simulation is necessary;In the stage of training effect,compare the students before and after the training so as to provide the basis for the next phase of the training.Makes an empirical analysis in this paper,by formulating the form of questionnaire,from the perspective of competence theory to build the grass-roots civil servants training model provides a more practical feasible Suggestions and plans,enrich the theory of competence,also to improve the effectiveness of the training.
