Research On The Natural Disaster Relief Power Of Local Government

Improving the legal system about the natural disaster relief power of localgovernment is of great significance.The author discusses the problem from four aspects. First of all, from the angleof administrative law，define the natural disaster relief power of local governments intheory and interpretation. Second, through the analysis of the present legal system andthe implementation of the practice, summarize this power of local government such asmain body and so on. The third part, it is concluded that at present legislation is notperfect, longitudinal configuration is not clear, horizontal power administrativecoordination is insufficient and supervision is not enough.At last, several Suggestions have been put forward to regulating the naturaldisaster relief power of local government. Improve legislation by contrast theexperience of the comparison methods. The author puts forward the power theimportant principles of configuration. In the vertical level, the standard for division ofthe central government and the local rescue privileges has been determined. In ahorizontal level, suggestions are also put forward. In this part of the last, echo of theabove problem, suggestions for how to improve the supervision system are givenfrom several points of view.
