A Study Of The Problems And Countermeasures To County Government Response To The Natural Disaster Relief

County government serves natural disaster relief in a special way as a first-line conductor and direct participator in disaster relief.This article highlights the county governments as special relief subject, adopts the way of questionnaire survey, field visit and data statistics based on results of several counties in Hunan province so as to make stronger reality pointed and the guidance. The research result would broaden new horizons, provide new paradigm, methods and means for disaster relief. This article mainly discusses about the status quo of natural disaster, deeply analyzes its problems and puts forward relative countermeasures.The whole article can be divided into four parts. Chapter 1 is the prolegomenon, in this part, it introduces the research background and the meaning of choosing thesis. Besides, this part reviews present research situation of home and abroad. Chapter 2 is"special status and realistic significance of county government in disaster relief". This part selective analysis the connotation of disaster rescue and special status of county government. And then, it expounds the realistic significance of county government in disaster relief. Chapter 3 is"relief situation and the existing problems for county government coping with natural disasters". This part takes some further research on relief situation and the existing problems through case analysis. Chapter 4 is"Relief strategies and the realizing routes for county government coping with natural disasters". This part is the key part of the thesis .It will put forward some high adaptability and feasible countermeasures so as to further complete countermeasure system of county government'disaster relief.
