Research Of Government Functions In The Construction Of Tourism Public Service System

At the end of the2011, China had officially released the First Five-year Plan of tourismpublic service–“the12th Five-Year Special Plan for China’s tourism public service”. Thus,the construction of public tourism service has become a key issue. The focal points of thisresearch are how to effectively promote the transformation of governmental functions, how tobuild a sound tourism public service system, and how to provide more and better tourismpublic service. It will focus on the optimization of public service functions in Guangdongtourism bureau with methods of analyzing literature and empirical study.First of all, this paper defines the notions of functions in public services, governmentalpublic services and tourism public services as well as proposes the functions of governmentalpublic services on the basis of fundamental theories of public products and new publicservices. It also analyzes the aspects of denotation, connotation, characteristic and content,which lays a theoretical foundation for the further direction and content of this empiricalstudy.Secondly, this paper, combining the practical situations of Guangdong tourism publicservice construction, proposes Guangdong tourism public service system, which consists offive subsystems, that is, tourism public information services, tourism safety services, tourismtransportation convenience services, tourism convenience services available to people, andtourism administrative services. It also analyzes current situations and weaknesses inGuangdong. Furthermore, this paper explores the functions of tourism public service ofGuangdong tourism bureau in terms of development, duty and transformation of functions.Thirdly, on the basis of the above analysis, this research designs a questionnaireconcerning governmental functions in the construction of tourism public service system,which is divided into to eight aspects, that is, support from administrative organization, policyand planning, fiscal and financial support, public information service, supply of tourismpersonnel, travel safety, convenient travel service and tourism supervision. On the basis of the542questionnaires, this study analyzes the evaluation of the current situation of Guangdongtourism public service, its existing problems and the role played by the government. Thispaper also detects the significance of the subsystems regarding tourism public service systemin government. Furthermore, it summarizes the role of provincial tourism bureau inGuangdong tourism public service system and the weaknesses of its functions through theinformation obtained from questionnaire.Last but not least, it, on the basis of theory and practice, investigates optimization tourism public service functions in Guangdong province concerning modes, routes and toppriority policies of optimization as well as proposes targeting optimization policies.
