Shenyang,as an old Heavy industrial city, after getting rid of the Deviation fromthe traditional value orientation called“heavy in industry,sick in service”,now Tourismis becoming one of the important driving forces of economic development.but there isstill some problems about the city’s tourism public service,for example,the shortage ofgovernment services, the lack of power in market main subject and Social main bodydevelopment lags behind,and so on.Only when we succeed in studying and solvingthese problems,a better development of the city’s tourism could be acquired.This paper is divided into five parts.
