The Research On The Supply And Demand Of Community Home Care Service And Solving Countermeasures

In the wake of sustained development of economic society in China,the pace of aging of population is accelerating as well.In the meantime,with the growth of the lifespan of human being,old-age boom throughout China is accompanied by a feature of old aging.Because the flooding tide of chinese oldest-old steps into the state of disabled or partial invalid,they require more services regarding daily care as well as spiritual one,which also promote the sequential demand for pension services.Still,owing to the implementation of one-child policy,family structure in our country is presenting a growing trend of downsizing.Again,as the brisk pace of urbanization and the increase of floating population,the number of empty nesters,rural and metropolis,is soaring as well.Due to decrease of the family scale and increase of the empty nest old,the family-style supporting function is weakening,crying for perfecting the social old-age service system.With regard to the escalating need for pension services,however,such system is not consummate.Government,market and society,the pension service providers,possess,to some extent,unclear rights of the responsibilities,bringing about a series of problems,namely,seriously imbalance issues with pension service supply and demand,halting legal system,the narrow channels of funding together with financial,low degree of specialization in the pension service team and nonstandard management system in such field and so on.To solve the above hot potatoes,it is essential to set up a pension service system which is compatible with the level of economic and social development,and the process of population aging.In the third Plenary Session of the 18th CPC Central Committeein2016,the party proposed to actively respond to the aging of the population,to accelerate the establishment of a social pension service system and the development of the elderly service industry.The Ministry of civil affairs in July 2016 promulgated the Civil Affairs Development Thirteenth Five Year Plan that refers to positively dealing with the aging population,quickening the development of pension services,forming a multi-level old-age service system,and puts forward an issue,that is,medical resources combined with endowment of resources.Additionally,as the pilot project,nursing insurance system is going to be firstly carried out,covering 15 cities in the country.Those what mentioned above come up with the higher requirements for the future construction of pension service system in China.As the result of the influence of conventional mind,family-centered module plays a crucial part in the process of old-age elderly.As a matter of fact,numerous old folks would rather stay at home than go to the pension agency,and that is why the family pension is still the mainstream for such phenomenon.While in China,because of the family planning policy,since the beginning of the 1970s,the government generally has advocated that a couple to raise one child,which generated a special Chinese family structure,that is,mostly,"421" or "8421".The family pension service providers mainly consist by the elderly themselves,spouses,children,relatives and friends.With the change of family structure in China,the function of family endowment is weakening,and it is tough to meet the needs of the aged with the support of the family pension service system.For the elderly,what can be provided of such aspects is descending,resulting in many families with heavy burden are hardly able to provide a well being for the elderly.And home care services which allow the elderly not to leave their family,the familiar living and social environment,can offer colorful and meaningful educations ranging from culture to fitness and other services for the elderly in the same neighborhoods.The old with operational abilities can go to the community service center to receive services and participate in community activities.On the contrary,community service center will offer on-the-spot services for the dependent elderly,and the like.If so,the senior citizens not merely have hardly to desert the acquainted environment to enjoy professional services,but make their family members work and live at ease as well.Based on community,home care services make up the shortcomings of the family pension services,which are not only a preferred form for the elderly,but a new type of pension the government advocated.Yet at present,in terms of the limitation from all aspects,the community-care-service center cannot meet the needs of the advanced individuals' care services.All in all,on community home-based care services,many problems of course come into existence,and how to make the pension of the elderly in China systematic,benignant and sustainable,nowadays,such issues also have a long way to go,and are the hot topics as well as the hot potatoes.The main content of this paper is the research of community endowment service measures,through a series of theoretical analysis,to clarify the pension service provider as the government,market and society of the three definition of responsibility,in order to achieve sustainable development of home-based care services as the goal,to integrate the pension service resources as a means to improve the home care service system I in the city.Following this idea,the paper consists of six chapters that:the first part is introduction:introduction of the research background and significance,research status at home and abroad,research ideas,contents and methods,main points and innovation are analyzed;the second part is the research of community endowment service countermeasure theory:after the exposition do the theoretical support,introduces the important concept of sustainable development theory,Maslow's hierarchy of needs theory,social embeddedness theory and the welfare pluralism;the third part analysis the current situation of supply and demand of community home-based care services:starting from the service of supply and demand of the elderly,analyzes the status quo of China's home-based care services;the fourth part is the analysis of city community service the sustainable development of the pension dilemma:from four aspects as the pension service provider of the government,market,society and family,The specific reasons of each subject can not play its due role in the process of home-based care services in the cause of sustainable development of the city community home care services dilemma;the fifth part is the analysis of experience of foreign home services and reference:through the analysis of raising the service experience of foreign home and learn from the excellent experience,it can be adapted to me in the development of home-based care services;the sixth part is the countermeasure that our country city residents aged sustainable development.The purpose of this paper is to realize the sustainable development of home care services based on the community as the goal,in order to integrate the service resources as a means to improve the urban home care service system in our country.The aim of the paper is to realize the sustained development of home-care services based on the community as the goal,to integrate the service resources as a mean in order to improve the urban-home-care-service system in China.Through relevant research literatures home and abroad,mainly based on the theory of sustainable development,Maslow's hierarchy of needs theory,social embeddedness theory,along with welfare pluralism and other aspects of the theories,such article analyzes the current situation and difficulties of our country in depth upon the community home-based care services.Taking instances from beneficial experience of oversea community home-based care services system,China could establish more and more perfect city residents' home-based care services system,making our home-based care services come into being a long-term development mechanism of coordinated and sustainable.Therefore this academic study has a theoretical and practical significance.
