Research shows that it is the period when the various public safety events increasingly happen during per capita GDP﹩1000~3000. However, China has not established an effective system of public security, and the research of the theoretical and technical aspects is still very weak; what is more, there is a big gap between developed countries or international level. Considering China’s public security situation, more and more people have felt that, from the illness and death to the basic necessities of life, it seems that there were potential risks everywhere.Although it is still in the period of pre-public administration before SARS, in the long-term struggle against disasters and accidents, China’s public crisis management has gradually formed a management mechanism of a unified government leadership; a division of work departments, disasters, accidents and grades. It has also issued a large number of laws, rules and regulations in order to manage different types of public safety incidents. Just two years after SARS, China has completed the construction of emergency plans system of national public crisis events, which makes China’s public crisis management change from experience-based to system-based response and steady progress. Government has established an emergency management system with "One Plan and three Systems" as its core contents, as well as an emergency mechanism featuring "unified leadership, comprehensive coordination, categorized management, divided responsibility and localized management", which have played an important role in effectively addressing all kinds of emergencies and building a harmonious socialist society.Compared with the relatively mature public crisis management system in western developed countries, the Chinese public crisis management system has not only its own characteristics, but also the weak points at the pre-crisis early warning, crisis coordination and post-crisis reconstruction. Therefore, the disquisition studies China’s current condition and operation mode of public crisis management system and affirms the achievements while pointing out the short comings using the research methods of combination and empirical analysis. Learning from the relatively mature experience of public crisis management system in the United States and Japan, the disquisition proposes the countermeasures of strengthening the China’s public crisis management system construction. First of all, permanent crisis management institutions should be established; a standard emergency legal system should be improved; the sense of crisis should be strengthened. Secondly, the leading role of crisis management should be developed; flown crisis information management mechanism should be built. Finally, an objective crisis assessment system should be established; scientific processes of the restoration and reconstruction work should be developed; comprehensive psychological intervention mechanisms should be promoted.
