Children are very important target group in Swedish social welfare system. Originating from Child’s Act in1902, Swedish children social service has been developed and enriched constantly and got the honor of "paradise of children". By setting up a variety of child welfare programs and diversified methods of welfare payment, the government plays a leading role in child welfare system. These measures take into account not only children’s different needs of the growing up, but also practical needs of parents and families. Since the foundation of new China, Chinese child welfare system also got great progress. Especially 《Chinese children’s development plan in1990s》 and 《Chinese children’s development plan in2010s》, give more priority to the children’s basic right to survive, be protected and develop. However, Chinese child welfare system shows obvious selectivity which has not built general and institutional child service, and leads family to take more responsibilities in taking care of their children.By using comparative approach and taking division of responsibilities between family and government as indicator, the paper analyzes the differences between Chinese child welfare policies and Swedish, the reasons for the differences and effect of them. Specially, there are five parts in the paper:In the first part of "introduction", the paper introduces the reason to choose this topic, and comparative approach and four different dimensions to do the research.In the second part of "literature review", the author first review two kinds of child welfare policies, which are based on family and government; then, the author reviews child welfare research in the comparative perspective, and introduces different ideas from macro and micro perspectives to point out the creativity of the paper.In the third part of "comparison between Chinese and Swedish child welfare policy", the author makes specific comparative analysis from four dimensions, which are situation and stages of development, content of child welfare, financial expenditure on child welfare and woman welfare relative to child welfare.In the fourth part of "different divisions of responsibilities and the reasons", the author analyses the characteristics of different divisions of responsibilities in terms of Sweden and China; then discusses four reasons for these difference, which are economic, population, political factors and social value.In the last part of "conclusion", the author overviews main content of the paper; and points out three suggestions to develop Chinese child welfare, which are adhering to the leading role of government, maintaining core role of family and protection of woman welfare.
