The reform of the personnel system of public institutions is a long-term and social development and reform.The reform of personnel system of the whole institution is born in every institution.It can be said that it is the continuous and perfect of the reform of the demand of the development of the institution and the desire to stimulate.Therefore,in the reform of the overall thinking and policy formulation,we must respect the autonomy of institutions in the development of.A lot of people to the cause of the reform of the personnel system is simple as"layoffs","downsizing"".Actually,the focus of institutions and personnel system reform is not a simple changes in personnel,in essence is to build a perfect competition mechanism,guarantee mechanism,incentive mechanism,update mechanism and the monitoring mechanism of new incentive based human resources management system.This paper through the literature research,from the institution and existing problems and institutions are reading the relevant information,problem analysis,business units in the preparation of the constraint conditions,a basic understanding of the domestic and foreign relevant research and practice experience.Combined with the actual situation in Heilongjiang Province,from the analysis of the existing problems,city establishment of total control,Heilongjiang,the current reform of the personnel system and future reform direction of the target surface describes the overall design of Heilongjiang province institution personnel system reform.Referring to principles of management and statistics,from the production,problems and present situation,the plan of business unit personnel establishment system are summarized the four aspects,the use of social science,management science,organizational behavior,psychology theory,using comparative study,investigation analysis,case analysis,principal component analysis and other research methods,the formation reasons and influencing factors of the interaction between in-depth analysis.On the basis of summarizing the problems and analyzing the reasons,this paper puts forward some relevant countermeasures and suggestions.Through the research,I think that the self limited sovereignty,low level of personnel regulations,personnel quality should be strengthen and reform the leadership level low and supporting measures are not perfect and so on severalaspects of existence of Heilongjiang province institution personnel system reform.In based on the summary and analysis of the problem,and put forward the establishment of total control method,sound organizational reform,strengthen research and pilot work,increase publicity to change the idea,to strengthen the training of personnel quality and ability,some countermeasures and suggestions to improve the personnel management system,operation mechanism and operation environment.
