Institutions are unique social organizations in China.There are not absolute counterpart organizations in foreign countries,whether looking from the view of definition,natures and legal status,or from the view of operational mechanisms and functions.Institutions concern a wide range.They are the organizations of non-profit and non-governmental public services,including the organizations of science, education,culture and health etc.Institutions gather together many social excellent persons,having important strategic significance for China to be strong by science and education.The reform of personnel system is the third large reform after the reforms of the government and enterprises,having formidable task and significance.It will have active and stimulative functions for improving the positivities of personnel of Chinese institutions and exerting their abilities,and for enhancing the abilities and efficiencies of public administrative and service functions of Chinese institutions to study and analyze the problems in the reform of personnel system of China including some comparing studies of the reform of personnel system of institutions of some areas by a case to bring forward some useful ways and countermeasures for the problems of the reform of personnel system of Chinese institutions and to promote the development of the reform and improve social progress.The dissertation is divided into five parts mainly.Part 1 discusses the definitions and characters of Chinese institution.There is a wide range of Chinese institution. Hence,there are many different definitions of it in the academia.Part 2 combs mainly the historical development of Chinese institution to find its clue,rule and trend and to base a base for discussing the rule and future development of the personnel reform of Chinese institution.Part 3 discusses the problems of personnel system of Chinese institutions mainly, and Part 4 analyzes reasons of them.They points out what special problems we will study afterward about the personnel reform of Chinese institutions.Part 5,basing on the four parts before,aims at the problems of personnel system of our country and brings forward some countermeasures,including mainly to regulate the employment system of personnel system of Chinese institutions,to implement strongly the representative and leasing systems,to perfect the flexibility and mobility of employment,to tighten management and to perfect distributive system of income, etc.Besides,it should set up a perfect legal system and a correspondent social security system to ensure and promote the reform of personnel system of Chinese institutions going on wheels.The dissertation points out that senior and management talents are applicable to leasing system by combing and analyzing relevant files and literatures seriously.To adopt leasing system,institutions not only make use of personnel of other units,but also save its own financial resource.Hence,the dissertation claims to quicken the implement of the leasing system of senior and management talents.
