Public institution is the foundation and pillar for the development of education, scientific research, culture and public health in China. It plays an important role in the harmonic development of economy and society and the construction of well-off society. Public institution gathers rich human resource with the characteristics of large amount of workers, different careers and lots of professionals. The reformation of public institution is another important reformation following the reformation of state-owned enterprise. According to the requirement of evacuation in types, the reformation of public institution is of great significance to arise the enthusiasm of all talents, to excise the strategy of rejuvenating the country through science and education and the strategy of strength the county with talents, to ensure the realization of the target of building well-off society. The research and survey on it is necessary both in the theory and reality.Through the analyse and survey to the course of the reformation of public institution of Guizhou province, the paper discovers the reasons of the indistinctive of the reformation such as the consciousness of the reformation is not clear, the policy is not matchable, the construction of legal system is lag,the leadership level is low, the general planning is lack and so on. Considering the actual situation of Guizhou province, on the purpose of pushing the efficiency of the reformation of public institution, the paper proposes the solution in the following six aspects: to strength the construction of reformation organization, to enhance propaganda, to shift the conception, to improve the qualities of personnel management practitioners,to perfect operational mechanism,to complete the matching measures and to improve system operation environment.
