However, the effective participation of social forces is also an indispensable force, it can effectively make up the process of crisis management in the public, such as lack of resources, system rigid and procedural flexibility more than the lack of deficiencies, and the Government to achieve an effective complement. Therefore, in our country, to achieve optimal management of public crisis, it should be the establishment of government-led, multi-subject to participate fully integrated network of public risk management. To this end, many theories of scholars and practitioners to make a lot of effort, seeks to explore the network of public participation in crisis management mode of the effective ways to promote the public crisis management in the new period of development. Purpose of this paper is that governance and good governance from a theoretical perspective to achieve public participation in crisis management mode of a breakthrough, in order to promote the development of public crisis management.From the governance and good governance theory point of view, from abroad multiple subjects to participate in public crisis management experience and our diverse subjects in public crisis management practice, integrated use of historical analysis, comparative analysis, case analysis, quantitative analysis , integration of theory and practice research methods, on our multi-subject's participation in crisis management in public awareness , and insufficient participation in the relating law system were systematically investigated in the study. Finally, control theory from the effective use of complex, dynamic nature and diversity of the governance capacity of the angle of multiple subjects to participate in public crisis management of the network construction measures: raising multiple subjects to participate in public awareness of crisis management; establish and improve the participation of diverse subjects of the law laws and regulations; to consolidate the government's position of public crisis management; enhance social forces to participate in public participation in crisis management degree to build multiple operators to participate in public crisis management network system, to promote the public development.
