The Public Crisis Management Pluralism Involved In The Mechanism

From the SARS in 2003 to the South snowstorm in 2008, the public crisis management concern has been the focus of the Chinese government and academic circles on the hot spots. This urgently demands that we establish a sound mechanism for crisis management, institutional and legal system, and further improve the prevention and the ability to deal with crisis.The paper starts from the theory of governance philosophy of cooperation and uses the method of synergy to analyze relationship of multiple participants to clear multiple order in participation. At the same time the use of the relative method to analysis the foreign participation in multi-system, and gets advanced experience. According to the problems of Mulit-body participation in crisis management issues of the practice, analyzes the causes, and then learns from the advanced experience. on this basis, the paper try to study on the state of crisis in the integration of the various forces to close collaboration and cooperation, to form a comprehensive energy, and to improve government crisis management capability.On the analysis of the empirical basis ,the paper points out the path that form the government-led to the participation of multi-path conversion . on the legal environment, the Government has provided a sound legal environment that ensures the legitimacy of participants and participation in acts of institutionalized in the organizational structure; on the organizational structure , Government and non-governmental main lines of responsibilities for the foundation, the establishment of a core command and horizontal coordination body improve the current government crisis response mechanism, and on the social coordination mechanism structure ,government establish cooperation channels ;on the technical structure, the establishment of an information crisis mechanism to guarantee the authenticity of the transmission of information, timeliness.
