Under The Perspective Of Social Capital Network Mass Incidents And The Government's Response To The Research

At present, China is in the period of social transformation. So the social interestrelationship becomes increasingly complex, which results in an increasing number ofsocial conflicts between the various interest groups. And the number of the massincident is on the rise. In addition, with the rapidly growing popularity of internet, thenetwork has become an integral part of social life, and the occurrence of mass incidentbased on the network has an upward trend. Therefore, the combination of mass incidentand network appeared in a new form of network mass incident. These network massincidents involve all aspects of social life. They are easier to form the network crisis ofpublic opinion, and disrupt the normal order of networked society. Even some networkmass incidents evolve into mass incidents in reality, which not only causes loss of livesand property of the people, also threatens the legitimacy of government political rule.So how can the government effectively control network mass incident, which is the newtask for the government to build service-oriented government and construct harmonioussociety.Social capital theory as a new theory, its study on application of socialgovernance has been on the rise. Practice has proved that enriched social capitalcontributes to reducing the level of social relations and enhancing civil society’scapacity for self-government, finally it will achieve the social goal of all-win harmony.Therefore, applying social capital theory to study network mass incident, it contributesto analyze the cause of network mass incident from a whole new perspective. Inaddition, the government can analyze and respond to network mass incident with a newthinking in order to achieve the fundamental objective of prevent the occurrence.In this paper, applying documentary research and case analysis approach to study.Firstly this paper proceeding from the three elements of social capital, discusses theactual social situation of social capital, and elaborates the lack of social trust and socialnorms, as well as civic participation networks, is the root cause of network massincident. Then according to the above situation, for government, proposing suggestions from three perspectives to deal with network mass incident, fostering social trust capitaland social norms capital, as well as civic participation networks capital. In short,frequent network mass incidents are derived from the lack of social capital in oursociety, so the government want to radically prevent network mass incident, they shouldstart with raising the stock of social capital. Currently, in the construction ofharmonious society in our country, enriched social capital has three dimensions, such astrust society, orderly society, and active public participation in society, are also theproper responsibility of building a harmonious society. Therefore, the government takemeasures to enhance social trust and shape social norms, as well as expand the networkof public participation, is not only contribute to radically prevent network mass incident,but also conducive to promoting the construction of the harmonious society.
